The payment standard is the maximum subsidy level a housing authority sets for each unit size under the Housing Choice Voucher program — the ceiling the program will underwrite for a tenancy. It is set by the local housing authority as a percentage (generally 90%–110%) of the Fair Market Rent or Small Area FMR, reviewed annually, and published as a public schedule. The actual approved rent for a specific unit must also pass rent reasonableness against comparable unassisted rentals, and the standard applies to gross rent — contract rent plus the allowance for tenant-paid utilities.
The formula / structureMax Contract Rent = Payment Standard − Utility Allowance (for tenant-paid utilities)
Payment Standard: a worked example
Worked example. Payment standard (3-bed, this example PHA and zip): $1,695. The tenant pays electric and gas; the utility allowance for those is $95. The maximum contract rent the program supports is $1,695 − $95 = $1,600 — and it still must be reasonable against nearby unassisted 3-bed rents.
What affects Payment Standard
- PHA's chosen percentage of FMR/SAFMR
- Bedroom count and zip code (where SAFMR applies)
- Utility allowance structure (who pays which utilities)
- Annual updates — always underwrite to the current schedule
