A payment standard is the maximum amount a housing authority will pay toward rent for a voucher household of a given size in a given area. It is not the rent itself, and it is not a promise — it is the ceiling the voucher math runs against. HUD publishes Fair Market Rents (FMRs) and Small Area FMRs every year; each local housing authority then sets its payment standards from them, typically between 90% and 110% of FMR. That is why the table above is labeled FMR: it is the published base figure, and the authority's adopted standard for a specific unit can sit above or below it.
Run the voucher math before you buy, not after. Take the bedroom count your unit will be approved for, find the FMR in the table, and bracket it: at 90–110% of FMR, a 2-bedroom standard in Laredo would land roughly between $1,041 and $1,273 — the exact figure is the local authority's, so verify it with them before you underwrite a deal. Then subtract the utility allowance whenever the tenant pays utilities: the rent the authority can approve is the payment standard minus that allowance. If your asking rent fits inside the standard and the unit passes inspection, the voucher portion of the rent is paid reliably and on schedule — which is the entire appeal of the program for a landlord.
